Which file to open to properly run irssi on Windows?

There is irssi.bat, irssi.cmd, irssi-cmd.bat, and irssi-cmd.cmd that all open irssi in different ways. Which one is the proper file to use in order to start up irssi on Windows?

They will all run the same irssi.
What differs is whether it will run it in a command shell or a cygwin shell.

It's a matter as to what you're most accustomed to.
